Quick Answer
Google Consent Mode v2 adjusts how Google tags behave based on user consent choices. ScaleUp integrates with Shopify's native consent API to automatically set the correct consent signals — ad_storage, analytics_storage, ad_user_data, and ad_personalization — so your tracking complies with GDPR, CCPA, and the EU Digital Markets Act without losing all conversion visibility.
The Problem: Privacy Regulations Require Consent-Based Tracking
Running Google Ads in Europe, the UK, or California means complying with privacy regulations that restrict how you collect and use customer data for advertising. The GDPR in Europe, CCPA/CPRA in California, and the EU Digital Markets Act (DMA) all impose requirements on consent collection and data processing for ad tracking.
Since March 2024, Google has required websites serving users in the European Economic Area (EEA) to implement Consent Mode v2 as a prerequisite for using Google Ads features like remarketing audiences, conversion modeling, and Enhanced Conversions. Without Consent Mode v2, Google restricts your access to these features, reducing both your tracking accuracy and campaign effectiveness.
For Shopify merchants, implementing Consent Mode v2 correctly has been technically challenging. It requires coordinating between your consent banner (to collect user choices), your tracking tags (to respect those choices), and Google's consent signals API (to communicate the consent state). A misconfiguration means either non-compliance with privacy laws or unnecessary data loss from overly restrictive consent handling.
March 2024 Google Requirement
Google now requires Consent Mode v2 for all websites serving EEA users. Without it, you lose access to remarketing audiences, conversion modeling, and other Google Ads features. This is not optional — it is a platform requirement.
How ScaleUp Solves It
ScaleUp integrates directly with Shopify's native Customer Privacy API to read the customer's consent choices and automatically set the correct Google Consent Mode v2 signals. When a customer interacts with your store's consent banner and grants or denies consent, ScaleUp reads that decision through Shopify's API and adjusts tracking behavior accordingly.
If a customer grants consent, ScaleUp sends full conversion data including Enhanced Conversions data, remarketing signals, and analytics events. If a customer denies consent or has not yet made a choice, ScaleUp sends cookieless pings that allow Google to model conversions statistically without processing personal data. This means you maintain some conversion visibility even from users who decline consent.
The integration works with any consent banner app that uses Shopify's Customer Privacy API, including Shopify's built-in consent banner, Pandectes, Consentmo, and other privacy apps available on the Shopify App Store. There is no additional configuration needed — ScaleUp detects the consent state automatically.
Conversion Modeling
When Consent Mode is active and some users decline consent, Google uses behavioral modeling to estimate the conversions that would have been tracked if consent had been granted. This typically recovers 50-70% of the conversion data that would otherwise be lost from non-consenting users.

Technical Details: Consent Signals Explained
Google Consent Mode v2 uses four consent signals that control different aspects of data collection and processing. ScaleUp sets each signal based on the customer's consent choices as reported by Shopify's Customer Privacy API.
ad_storage
Controls whether cookies related to advertising (like the Google Ads click ID cookie) can be read or written. When denied, Google cannot set or read advertising cookies, but can still receive cookieless conversion pings.
analytics_storage
Controls whether cookies related to analytics (like Google Analytics cookies) can be used. When denied, Google Analytics cannot identify returning users but can still collect aggregate, anonymized page view data.
ad_user_data
Controls whether user data can be sent to Google for advertising purposes. This is the new signal added in Consent Mode v2 that specifically governs the transmission of user identifiers like hashed emails for Enhanced Conversions.
ad_personalization
Controls whether data can be used for ad personalization, including remarketing. When denied, the user's data is not used to build or target remarketing audiences.
Note
The ad_user_data and ad_personalization signals were added in Consent Mode v2 and are required for EEA compliance. If your current tracking setup only implements the older ad_storage and analytics_storage signals, you are not fully compliant with Google's updated requirements.
Compliance: GDPR, CCPA, and the Digital Markets Act
Privacy compliance is not a single checkbox — it requires coordinating consent collection, data processing behavior, and technical implementation across multiple regulations. ScaleUp's Consent Mode v2 integration addresses the technical implementation layer, working alongside your consent banner to ensure tracking behavior matches user choices.
For GDPR compliance (EU and UK), Consent Mode ensures that no personal data is processed for advertising purposes without explicit consent. When consent is denied, Google receives only anonymized, cookieless pings that cannot be linked to an individual user. Enhanced Conversions data (hashed emails) is only sent when ad_user_data consent is granted.
For CCPA/CPRA compliance (California), Consent Mode supports the right to opt out of the sale or sharing of personal information. When a California user opts out through your consent mechanism, ScaleUp adjusts the consent signals to prevent data sharing for advertising purposes while maintaining basic conversion counting.
Your Responsibility
ScaleUp handles the technical implementation of Consent Mode v2, but compliance also requires a properly configured consent banner that clearly explains data collection practices and gives users genuine choice. Consult with a privacy professional about your specific consent banner requirements.
Next Steps
If you sell to customers in Europe, the UK, or California, Google Consent Mode v2 is a requirement — both for regulatory compliance and for maintaining access to Google Ads features like remarketing and conversion modeling. Without it, you risk both legal exposure and degraded campaign performance.
ScaleUp makes Consent Mode v2 implementation automatic. Install the app, and it integrates with your existing Shopify consent banner through the Customer Privacy API. No manual signal configuration, no GTM consent templates, and no ongoing maintenance as regulations evolve.
Compliant Tracking, Zero Configuration
ScaleUp automatically integrates Google Consent Mode v2 with Shopify's consent API. Stay compliant with GDPR, CCPA, and the Digital Markets Act without any manual setup.
